Full Proposition Text

SECTION 1. TITLE

This measure shall be known and may be cited as the "California Vehicle Registration Freedom Act."

SECTION 2. FINDINGS AND DECLARATIONS

The People of the State of California find and declare all of the following:

(a) California's current annual vehicle registration system imposes significant and recurring financial burdens on the state's nearly 36 million vehicle owners, with average registration costs reaching $289 per vehicle and increasing 66 percent over the past six years.

(b) Low-income Californians are disproportionately burdened by transportation costs, spending up to 31.8 percent of their pre-tax income on transportation compared to 9.6 percent for higher-income households, according to the U.S. Bureau of Transportation Statistics.

(c) The California Department of Motor Vehicles operates with an annual budget of approximately $1.5 billion, resulting in administrative overhead costs of approximately $43 per registered vehicle annually—costs ultimately borne by California taxpayers.

(d) California's late registration penalty structure, which can reach 160 percent of the original fee amount plus additional surcharges, creates debt spirals that devastate working families experiencing temporary financial hardship.

(e) Americans now keep their vehicles for an average of 12.6 years, according to S&P Global Mobility, meaning California vehicle owners pay cumulative registration fees of $2,300 to $3,600 or more over a typical ownership period.

(f) Multiple states, including Alaska, Montana, and Arizona, have successfully implemented permanent or lifetime vehicle registration systems that reduce administrative burden while maintaining adequate revenue for transportation infrastructure.

(g) Vehicle ownership is essential to employment in California, with research showing that 84 percent of lower-middle income individuals without cars have turned down job opportunities due to lack of vehicle access.

(h) A one-time, lifetime vehicle registration option would provide California vehicle owners with predictable costs, eliminate late penalty risks, reduce DMV administrative burden, and provide particular relief to low-income families and working-class Californians.

SECTION 3. PURPOSE AND INTENT

In enacting this measure, it is the intent of the People of the State of California to:

(a) Establish a voluntary, one-time lifetime vehicle registration option that allows California vehicle owners to permanently register their vehicles with a single fee payment.

(b) Reduce the financial burden on California families by eliminating recurring annual registration fees for participating vehicle owners.

(c) Eliminate the risk of late registration penalties for vehicles enrolled in the lifetime registration program.

(d) Reduce administrative costs and improve operational efficiency at the California Department of Motor Vehicles.

(e) Maintain adequate funding for California's transportation infrastructure, public safety agencies, and local governments through appropriate structuring of the lifetime registration fee.

(f) Provide particular relief to low-income Californians who are disproportionately burdened by recurring transportation costs.

(g) Modernize California's vehicle registration system to reflect the reality that most vehicle owners keep their vehicles for extended periods.

SECTION 4. KEY PROVISIONS

Eligibility (Section 9402)

The following vehicles shall be eligible for lifetime registration:

  • Passenger vehicles, including automobiles and light trucks (≤10,000 lbs GVW)
  • Motorcycles
  • Trailers (≤10,000 lbs GVW)
  • Recreational vehicles, including motor homes and campers
  • Off-highway vehicles registered for combined use

Fee Structure (Section 9403)

The lifetime registration fee shall be calculated as:

  • • Payment plan option: up to 3 installments over 12 months
  • • Low-income discount: 2× annual fees (for Lifeline-eligible households)

Prohibition on Late Penalties (Section 9406)

No late registration penalty, delinquency fee, or other penalty related to registration renewal shall be assessed against a vehicle enrolled in the lifetime registration program. A vehicle with lifetime registration shall not be subject to citation, impoundment, or other enforcement action for failure to renew registration.

Transfer of Ownership (Section 9407)

Lifetime registration status shall terminate upon transfer of vehicle ownership. The new owner must register the vehicle under either the standard registration system or the lifetime registration program, paying applicable fees. No refund of the previous owner's lifetime registration fee shall be provided.

Continued Requirements (Section 9408)

Enrollment in the lifetime registration program shall not exempt a vehicle or its owner from smog check requirements, insurance requirements, or safety equipment requirements. Failure to comply with smog check requirements shall result in suspension of registration status until compliance is achieved.
